But since /proc/ccs/meminfo could be accessed for setting memory quota |

by /etc/ccs/ccs-post-init , I stopped using the close() request. |

The policy loader no longer need to access /proc/ccs/meminfo to notify |

the kernel that loading policy has finished. |
